Is it possible to set up without deploying?

As part of a CD pipeline I'm working on, I'd like to run kamal setup to install Docker and all Kamal dependencies (i.e., kamal-proxy) without deploying the application, which will be done later on by a different GitHub Action. I have looked at the documentation, but it appears that kamal setup takes no options.

Am I missing something, or is it not possible to prevent kamal setup from deploying the app?

As a side question, will kamal deploy work on a host having Docker installed, but on which kamal setup didn't run? My main doubt is about the absence of kamal-proxy.
