ci: pin uv and jacoco-badge-generator versions
The replaced cicirello/jacoco-badge-generator action was SHA-pinned; the uv-based replacement resolved the latest PyPI release on every run. Pin jacoco-badge-generator 2.12.1 and uv 0.12.22, the versions the last green build used.
