Unittests: WhereLearners #70
Description
Make unittests for all wherelearners. I think only the versionspace has tests right now, and they are in the wrong place. There are some where learning mechanisms that I have never seen work, we should consider removing these or quarantining them in some way if they no longer work to protect the end-user from picking them.
