[Feature Request]: add a notification system to Hop Gui

What would you like to happen?

In addition to the Welcome Dialog, a notification bell could be useful to show users if/when updates are available.
This should be used sparsely (e.g. new Apache Hop versions available) and pluggable (e.g. notification that a new version is available for an external plugin).

This could look something like this:
