I'm not sure if the problem is IC2, vanilla MC, or SCM.
To recreate:
Place Inventory Scanner next to a full CESU/MFE/MFSU. Drain the MFE and the scanner will still be outputting full signal strength.
I believe the issue has something to do with comparator updates. A vanilla comparator has the same issue unless you put a block updater next to the comparator, then it reads the IC2 storage just fine. I use a Dark Utilities Timer for the updates.
Possible fix: have inventory scanner self update every 20 ticks or so, or allow ender pulsar to 'update' inventory scanner.
