PRs are syncing into ADO

PRs are syncing into ADO, which is fine, but they are being tagged as Issues 😔

Can we get them at least tagged as PRs instead of issues so we can filter them out.

I have examples of this i can share over teams 👍

2 options we are okay with:

1. PRs get tagged as PRs not Issues - still synced to ADO though 👍
2. PRs are optionally synced via a flag on the action
