Policy should allow specifying the remote (e.g. flathub) and the installation scope (system-wide or per-user). The agent should use the Flatpak D-Bus API where practical, falling back to the flatpak CLI otherwise, and operations should be idempotent.
When Flatpak is not installed or not available on a managed system, the agent should report Flatpak policy as not applicable for that system, consistent with how other unsupported subsystems are handled in the compliance reports.
