[JAILING] As a validator, I want Paloma to jail my attestations over a rolling window instead of on just one failure so that my validator is not punished if my RPCs are failing intermittently over a short period of time.

Acceptance Criteria

1. Jail validators if they not supplying evidence over a rolling window just like cosmos blocks signing 4 out of 5 evidences not supplied = jailed.
2. Use Cosmos Block signing jailing window as design template.
