steamwebhelper is leaking RAM like no tomorrow, causing an OOM #13369

Please describe your issue in as much detail as possible:

All I did is launch the game and launch Deus Ex: Mankind Divided to play some. Instead after about 30 minutes of gameplay, my system ran out of RAM NOT because of the game, but because of the steamwebhelper leaking Gibibytes of RAM (journalctl log with 3 entries attached below)

Steps for reproducing this issue:

  1. Launch Steam.
  2. Wait in the store page (or ANY page because it's all web)
  3. Gain 13Gis RAM usage. Profit.
