Base config use in other jobs

I am facing an issue of multiple configuration missing while installing Sunbird-ED. During learnbb helm upgrade the flink jobs gives error of missing configuration while the same configuration is present in base_config. Is there a way to use the base_config directly inside the jobs as per requirement?
