Expand Bridge Watch with feat: Create Ledger Close Delay Alerts. Define the required backend, data model, API, UI, operational behavior, and migration impact for this capability.

Acceptance criteria

• The feature has a documented API and persistence contract.
• Failure, retry, authorization, and observability behavior are covered.
• Existing consumers remain compatible or receive an explicit migration path.
• Unit, integration, and end-to-end coverage is added at the appropriate boundaries.
• Operational documentation explains rollout, rollback, and support procedures.
