Incorrect behavior with vscroll background layers (v3/v4)?

Currently, the scroll index array is always initialized using the pixel height of the layer, but for vertical scrolling layers, shouldn't it use the width instead?

Better yet, you could just make it dynamic and allow it to go outside of the level size.
