ok i think i found my issue, i forget to init the win_sdk ENV variable

so what for me is adding to .bashrc file the following
export win_sdk='/mnt/c/Program Files (x86)/Windows Kits/10/Include/10.0.26100.0'
export HSA_ENABLE_DXG_DETECTION=1

export win_sdk='/mnt/c/Program Files (x86)/Windows Kits/10/Include/10.0.26100.0' is for building librocdxg.
export HSA_ENABLE_DXG_DETECTION=1 is to pair with rocm prev 7.13
