[Runtime] Tween engine

It would be awesome to have a tween engine integrated. I am a huge fan of the Unity DOTween library, maybe this could be adapted and used in Prowl:

Im not sure if dotweens license allows us to modify and integrate it into prowl.
But a good Tween system would be quite nice to have built into the engine.

Looks good!
Needs some cleanup but something like this could work well.
If you want you can make a Pull Request now to make it easier to review and collaborate.

Thanks for your feedback, very much appreciated. Yeah, it needs cleanup and some other things, I am still experimenting with a few things. I will clean up and finish the first step of it, then make a Pull Request.
