Change focus mode and action log suppressing character mods to also suppress notifications about these types of messages

Concerns the two character modifiers:

• Setting: Disable chat 'Action log'
• Setting: Force chat 'Focus mode'

Though this behavior should likely not be changed only for the focus mode modifier, but for the focus mode itself. There is no need to send notifications from suppressed focus mode messages at all.
