Missing Head constraints for storage assets

In seems that there is no relation between the HeatIn.H and HeatOut.H for storage assets.

Probably this was missing as we had no absolute head bounds in our system and the storage assets could provide both negative and positive dH. However, we do want to support absolute head bounds
