Fix motions forwarded to meetings not displayed

Describe the bug
In some cases it can happen that forwardings do not get displayed in a motions detail view.

it's rather likely that it's a migration issue:
there are two instances in one the participant cannot see the meeting name and in the other the participant can see the meeting name. the groups and workflows are identical
