Sentinel AI Governance Dossier v1.0: Delivery Protocol Brief

1.0 Introduction

This document provides the detailed operational instructions for the receipt, verification, archival, and actioning of the Sentinel AI Governance Dossier v1.0 submission package for the governance epoch 2026–2035. Adherence to this protocol is mandatory to ensure chain-of-custody, cryptographic integrity, and successful activation of supervisory and treaty-level oversight functions.

2.0 Package Reception

  1. Delivery Channel: The submission package will be delivered via the Sentinel Sovereign-Link (S2L) encrypted digital courier service. An out-of-band notification will be sent to designated supervisory contacts confirming the package's unique S2L transaction ID.
  2. Package Contents: The package is a single, encrypted archive file named SENTINEL-DOSSIER-V1.0-2026-06-30.tar.gz.pgp. Upon decryption using the receiving entity's HSM-bound private key, the archive will contain:
    • MANIFEST.txt: A plain-text file listing the SHA3-512 digests of all other files.
    • SIGNATURE.P7S: A detached PKCS#7 signature file for the MANIFEST.txt, signed by the Sentinel Program Office.
    • DOSSIER_MONOGRAPH_V1.0.pdf: The complete, publication-ready Supervisory Monograph.
    • ANNEX_B_HASH_CHAIN.txt: The full, ordered hash chain for all Annex B supervisory evidence artifacts.
    • CORPUS_MERKLE_ROOT.txt: The final Merkle Root of the entire GIEN Corpus as of the submission date.

3.0 Cryptographic Verification

Verification must be performed in a secure, air-gapped environment. The following steps must be executed in order.

  1. Verify Signature: Confirm the authenticity of the MANIFEST.txt file.

    • Expected Output: Verification successful
  2. Verify Manifest Digests: For each file listed in MANIFEST.txt, compute the SHA3-512 digest and confirm it matches the entry in the manifest.

    • Expected Output: The computed digest must exactly match the corresponding entry in MANIFEST.txt. Any mismatch invalidates the entire package.
  3. Validate Annex B Hash Chain: The integrity of the supervisory evidence must be confirmed by sequentially hashing the contents of ANNEX_B_HASH_CHAIN.txt and ensuring the final hash matches the entry in the MANIFEST.txt.

4.0 Supervisory Action & Quorum Activation

Upon successful cryptographic verification, the receiving body is required to take the following actions.

  1. Quorum Signature Completion: The designated signatory from your institution must apply their HSM-bound digital signature to the CORPUS_MERKLE_ROOT.txt file, creating a detached signature file (e.g., CORPUS_MERKLE_ROOT.txt.sig.ECB).

  2. Planetary Quorum Activation:

    • The newly generated signature file must be transmitted back to the Sentinel Program Office via the S2L service.
    • This action constitutes your institution's vote in the planetary quorum. Once a majority of designated supervisory and treaty bodies have submitted their valid signatures, the Phase VI-δ governance framework will be formally activated.
    • Confirmation of quorum activation will be broadcast across the GIEN network and reflected in Supervisory Digital Twin Panel 1.

5.0 Archival Procedures

  1. Electronic Archive: The complete, decrypted package contents (including the newly generated signature file) must be archived in a WORM (Write Once, Read Many)-compliant electronic repository. The archival system must meet the requirements of SEC Rule 17a-4(f).

  2. Physical Archive: A physical, print-ready copy of DOSSIER_MONOGRAPH_V1.0.pdf must be printed, bound, and stored in the institution's physical supervisory archive. The cover sheet of the physical copy must be stamped with the date of receipt and the SHA3-512 digest of the corresponding PDF file.
