Annex G — Phase V/VI Planetary Automation Expansion (2035–2050)

1.0 Introduction & Core Objective

This annex details the technical refinement plan for the Phase V/VI Planetary Automation Expansion (2035–2050). The core objective of this epoch is to transition from the human-in-the-loop supervisory model of Phase VI-δ to a framework of fully autonomous, recursively self-attesting governance.

This represents the next logical step in fulfilling the Sentinel program's core mandate: to ensure civilizational-scale stability through continuous, cryptographic verification. This annex serves as the foundational architectural blueprint for consultation with treaty secretariats and supervisory colleges.


2.0 Pillar 1: Civilizational-Scale Agent Orchestration Treaties (CAOT)

CAOT will be a new set of international accords, building upon the ICGC/GASO framework, designed to govern the interaction of autonomous AI agents at a planetary scale.

  • Sovereignty-Constraint Enforcement: The primary technical innovation is the concept of Treaty-Circuit Diagrams. These are formal logic circuits that directly encode treaty-level sovereignty constraints into the OPA/Rego policy engine and the underlying zk-proof generation process.
    • Example Treaty-Circuit (CAOT-ECON-001 - Economic Stability):
      • Input: An ARSA-DT proposes a portfolio rebalancing action that crosses a jurisdictional border.
      • Circuit Logic: The circuit will verify that the proposed action does not violate (1) the host nation's capital control laws, (2) the agent's own risk parameters, and (3) the global systemic risk thresholds defined in the GASO accords.

3.0 Pillar 2: Autonomous Recursively Self-Attesting Digital Twins (ARSA-DTs)

ARSA-DTs are the evolution of the Supervisory Digital Twin, designed to operate with full autonomy. Their integrity is guaranteed by continuous, recursive self-attestation.

  • Recursive Proof Constraints: The validity of an ARSA-DT rests on the integrity of its self-attestation circuit. This circuit must include the following formally verifiable constraints:
    1. Rogue-Detection Invariant: The proof must demonstrate that the ARSA-DT's current state is a valid transformation from its previous state, preventing it from lying about its history or internal logic.
    2. Deadman Heartbeat Integration: The self-attestation proof must incorporate a recent, valid heartbeat from the Federated Dead-Man's Handshake protocol, proving the ARSA-DT is alive and connected to the global consensus.
    3. Treaty-Anchored Reporting Logic: The proof must certify that the ARSA-DT's reporting outputs adhere to the formatting and semantic requirements of the currently active ICGC/GASO treaty protocols.

4.0 Pillar 3: OLYMPUS PROTOCOL (Inter-Planetary Drill Choreography)

As humanity establishes a permanent presence on the Moon and Mars, the OLYMPUS PROTOCOL will be activated to ensure governance continuity across the solar system.

  • Light-Delay-Aware Recursive Proof Aggregation: The primary challenge is synchronizing governance across significant light-delay. The solution is a shift from synchronous to asynchronous proof aggregation.
    • Choreography (Earth-Moon-Mars Interaction):
      1. Local Attestation: ARSA-DTs on Mars generate and anchor their proofs locally.
