T1.27: the numpy-text test's old route only where the engine is installed

CI's test and installed-wheel jobs install no relational engine, so the
old route's parameter of
test_a_key_and_a_time_column_given_as_numpy_text_are_kept_as_given raised
MissingExtraError there (run 38287905988); the route is parametrized only
where the engine is installed, as the module's other old-route checks
are, and runs in the engine job.
