T1.33 fix 6: P1B-43's UHUGEINT wrap boundary stated exactly
Codex's P2 on 8027d3c: without arrow_lossless_conversion DuckDB 1.5.6 exports 10^38 and 2^127-1 unchanged in decimal128(38,0); the wrap starts at 2^127. The note now says so. Signed-off-by: Adi Wadaskar <awadaskar@nvidia.com>
