Move analysis-only modules to ArtAnalysis

Here are some possible steps @brownd1978 please comment or adjust

• search for references to these modules outside the Analysis dir, cleanup where simple
• survey Analysis directory, sort in delete, move to ArtAnalysis, or move elsewhere in Offline
• post the above for comment, and call for more candidates
• move a few low-hanging fruit and establish the directory structure and build procedures
• move the remaining in easy-to-review chunks - will need to manage fcl too
