- #212 (BE-014): Add dry-run validation mode to bulk outage import
- #211 (BE-013): Enforce outage status transition rules
- #210 (BE-012): Add explicit outage sorting contract and validation
- #207 (BE-009): Enforce role and permission coverage consistently
All issues are due April 29, 2026 and have been implemented and tested.
Frontend is ready for richer import flows, but backend lacks a first-class validation-only mode.
