Add AI FAQ info so one does not have to be in the upload form to find out about the rules

The upload form currently contains this text:

If your sound was created using Generative AI models, please make sure to add the tag GenAI and indicate the model in the description below.

For us to be able to link to the rule and for users to be able to find out what the policy is (without having to upload a file and enter the description step), please add it to the FAQ as well.

Is AI-generated content allowed on Freesound?

Yes, AI generated audio/sounds created with generative AI models is permitted as long as it is marked with the GenAI tag and the model is indicated in the description.

It might be good to be repetitive and include and various spellings included intentionally for various CTRL+F matches.
