Integrate X12 Route With External Rest Endpoint

Update the x12 processing route to support an "optional" integration with an external REST endpoint.

In our case the optional endpoint is the x12genapp service, which we are using to simulate processing an eligibility check 270/271 transaction with an insurance payer.
