[Breaking]: Consider dropping out-of-support TFMs in next major

The package currently support extremely old versions of TFMs such as:

1. .NET Framework 2.0, 3.5, 4.0, 4.5. I would suggest going with only .NET Framework 4.6.2.
2. .NET Standard 1.0, 1.3, 2.0. I would suggest going with only .NET Standard 2.0.
3. .NET (Core) 6.0. I would suggest going with only .NET 8.0.

As this is going to be a breaking change. It will need to be a next major version (14.0.0)

The probability of the next major release is rather small, literally 0. There are no pending breaking changes at all. The whole project has been suspended a long time ago and now lives in maintenance mode.
