build failure for nvenc

I got the following error messages when building the project.
Do I need to do anything before running "cargo run --release"?
BTW, I'm doing this on a Ubuntu machine.

Windows only for now. That error is coming from nvenc, but it doesn't matter since the Linux server code hasn't been written yet.
