Design UI, specify backend functionality, and APIs to support user-supplied dataset comments

Overview

• The scope of work for this issue includes all elements of the design and implementation of support for user-supplied dataset comments described here: Support user-supplied dataset comments #580
• Sub-issues will include:
  • UI design
  • Identifying and fully specifying the backend functionality needed to implement the new feature (e.g., database schema changes)
  • Backend APIs needed to support the new feature
  • Creating, sizing, and scheduling issues in the appropriate GitHub repo to implement the front and back end work
    • Note: Add those as subissues to issue: Support user-supplied dataset comments #580 so they can be tracked
