Location Levels - Monthly Totals or Ave - Stored Last Day of Month - dates (day) are changing Bug

We are experiencing some odd behavior when trying to save monthly Location Levels. I am attempting to store monthly totals (in the image below averages), and store them on the last day of month. Consistent with how we store the monthly time series (on the last day of the month). I am trying to store "Coordinated Monthly Statistics" in the year 1900 (a non leap year FYI), so, essentially the following 12 repeating values are always on the last day of the month)

31Jan1900: 1700
28Feb1900: 1700 (so on leap years its shows up on 29th)
31Mar1900: 1700
30Apr1900: 1700
31May1900: 1700
30Jun1900: 1700
31Jul1900: 1700
31Aug1900: 1700
30Sep1900: 1700
31Oct1900: 1700
30Nov1900: 1700
31Dec1900: 1700

However, what I am seeing is that after I save the monthly values (entered like the time series above), when I closed and reopen the Location Levels - it appears that the date that I saved has changed. And as I continue to close/open it - the values continue to change.

As you can see in the image above- some of the dates have changed from the last day of the month to the first of the month, or moved up 2 days (from the 30ths to the 28th). Sort of an odd bug/behaviour - since it doesn't change for each month - just certain ones it seems.
