Add Rate Limits for Spam-Prone Actions

Users can repeatedly perform some actions such as reporting, verification requests after rejection, or metadata updates.

Acceptance criteria:

• Add configurable cooldowns for selected actions.
• Cooldowns are enforced per address and/or project.
• Admin can update cooldown settings.
• Tests cover blocked and allowed calls around cooldown boundaries.
