Purpose

Canonical routing map for the operator-control patterns identified in the July 16 comparative deep dive. This is a planning/cutline tracker, not a mega implementation issue.

It is assigned to v0.9.1 because the audit and release cutline happened here. Each implementation issue retains the milestone that best fits its actual size and subsystem.

All open PRs now have a milestone. The audit found no open community-authored issue without a milestone.

Duplicate cleanup

The first-pass aggregates #4391, #4392, #4393, #4395, and #4396 were closed as duplicates after their acceptance details were added to the canonical issues above. They were removed from release milestones and version labels.

Guardrails

  • Do not create another worker substrate beside Fleet/Runtime.
  • Do not merge visible work mode, approval policy, execution scheduling, and sandbox profile into one ambiguous knob.
  • Do not add a second in-tree memory backend beside the Moraine direction.
  • Do not auto-enable or trust project plugins.
  • Do not make whole-workspace rollback the only hunk-review primitive.
  • Do not regress multi-provider routing, constitution/repo law, recursive agent depth, local-first storage, or prefix-cache discipline.

Done when

  • Every deep-dive item has exactly one canonical implementation owner.
  • Cross-links and milestones remain consistent when work moves.
  • New PRs reference the canonical issue and inherit its milestone/version label.
  • Completed work updates this map instead of spawning overlapping issues.
