0.9.1: Installs unnecessary files

setup.py in the release tarball for 0.9.1 installes the following files in error:

/$prefix/LICENSE
/$prefix/tests/broken_config.json
/$prefix/tests/broken_database.db

[CounterPillow]

It also appears to install the tests module, which is probably not a good idea to have in e.g. /usr/lib/python3.7/site-packages/
