[frontend] PayrollAnalytics charts have no export to image format

Description

Charts on PayrollAnalytics.tsx can only be viewed on-screen — there's no way to export an individual chart as PNG/SVG for inclusion in a report or presentation, a common ask from finance teams.

• Add a per-chart export-to-image action
• Add a test asserting the export action produces a valid image
