[BUG]: Runs Page Has A Bookmark Button That Doesn't work

Describe the bug

Clicking Bookmark on the Runs page doesn't do anything.

Environment

• FastTrackML Version:v0.6.0
• Operating System: Any
• Database: Any
• Artifact Storage: Any

Steps To Reproduce

1. Open Modern UI
2. Click Runs on the left
3. Click Bookmark button in the upper right hand corner. It should pop up a form
4. Nothing happens but if you see the console you'll see an error

Expected Behavior

The runs page should not have the bookmarks button, basically go back to the RunBar but add the experiments selector instead of having a broken bookmark button.
