[BUG] Creates new wallet_data folder if existing not found

Running CLI wallet doesn't default to ~/.epic/main

Must use -t ~/.epic/main or it will create a new wallet_data folder (with no seed file) and _secret files in ~/.epic

Should only create new wallet folder with 'init' or return error if it can't find wallet files.

.toml set to: data_file_dir = "/home/epicsvcs/.epic"
run 'epic-wallet init'
changes .toml to: data_file_dir = "/home/epicsvcs/.epic/wallet-data"
creates seed in /home/epicsvcs/.epic/wallet-data
now wallet fails to run with Wallet Seed File Not Found at /home/epicsvcs/.epic/wallet.seed
Forces you to use -t ~/.epic/main for all commands, especially at init time
