Apply leaf migration: publication-detail-leaf-widgets

Apply the OpenSpec change openspec/changes/publication-detail-leaf-widgets (on development).

Consume the integration leaf — do not rebuild (hydra ADR-022 leaf-first; leaf catalogue in ADR-022). The spec's design.md + tasks.md define the leaf-consuming implementation; keep only the documented app-specific glue / exceptions.

Part of the fleet ADR-022 leaf-migration program. Pilot proven: pipelinq#558 (migrate-pipeline-to-deck-leaf).
