fix: synchronize v1.7 version surfaces and galaxy-quality test assertions

- Bump _SOURCE_VERSION and fallback __version__ in engraphis/__init__.py
- Bump commercial_manifest.json, plugin.json, marketplace.json to 1.7
- Bump hermes plugin.yaml to 1.7.0
- Regenerate skill-assets.sha256 manifest for updated plugin files
- Update test assertions for galaxy-quality guard in ledger.js:
  - renderMode: galaxyQuality ternary
  - ensureGraphAssets loadAll galaxy gate
  - graphFactory ternary with galaxyQuality
  - Spacetime overlay (!fullGraph || galaxyQuality) conditional
