Investigate Vulkan as a possible rendering back-end

Investigate if Vulkan would be a suitable back-end option for Amiberry.

It needs to work on all supported platforms, including the minimum target being a Raspberry Pi 4, even from a console-only environment.

The performance must be at least equivalent to the existing back-end, if not faster.
