Setup chartpress to build and push the harness image to quay

Proposal

We should setup a GitHub workflow that builds and pushes the image at https://github.com/2i2c-org/unnamed-thingity-thing/tree/main/harness via chartpress. This will then be used by the evaluator.

Updates and actions

• Create a GitHub workflow that uses chartpress to build and push the image under the 2i2c org on quay
• Changes the evaluator script so that it uses that image

This is not necessary, as the image will be maintained in a different repo.

@GeorgianaElena I realized you were actually right here, as we want the default harness image to also be pushed so that users can run tests locally with that instead of having to rely on the cellmap test!

I think we should:

• Rename 'harness' to 'evaluator image'
• Push it via chartpress
